The City of Angola Site Improvement Permitting Process
Step 1. The City of Angola Site Improvement Permitting Process starts with the City of Angola Planning & Economic Development Department. The City of Angola has a three step permitting process. The City of Angola Planning & Economic Development Department administers applications for a Certificate of Appropriateness, Sign Permits, Special Exception Applications, Subdivision Application Primary, Subdivision Application Secondary, Variance Applications, Zone Change Applications, Development Plan Applications, Temporary Improvement Location Permits and Improvement Location Permits.
Step 2. The second step of the City of Angola Site Improvement Permitting Process is with the City of Angola Engineering Department. The City of Angola Engineering Department administers storm sewer connection permits, sanitary sewer connection permits, water system connection permits, water tap permits, excavation permits within the City rights-of-way and administers land disturbing permits.

The Building Safety Department is responsible for the issuance of Building Construction Permits, administration and enforcement of the statewide code of fire safety laws and building laws adopted by the Indiana Fire Prevention and Building Safety Commission.

The Angola Building Safety Department helps make the buildings where we live, work and play safe.
The Angola WWTP is staffed by nine employees including the superintendent, seven operators, and a laboratory technician. These employees are responsible for the safe and efficient collection, transportation, treatment, and discharge of wastewater from Angola and its industries. The staff maintains not only the treatment plant, but also the 21 lift stations which pump sewage to the WWTP, and well over 50 miles of sanitary sewers within Angola.

The Angola Investment Fund (AIF) was approved by the City of Angola Common Council in August 2013. Through ordinance, the council allocated $1,000,000 from the Major Moves fund to spur economic development in the city. Business loans will be made available to qualified start-up initiatives and existing business expansions.
The purpose of the Angola Investment Fund is to create highly skilled, high wage jobs and stimulate private investment within the City of Angola by providing low interest loans to individuals and businesses that seek to start or grow a business enterprise. The AIF is also designed to leverage technical assistance and seed and venture capital from the Small Business Development Center (SBDC) and Elevate Ventures, Inc. to support business startup and expansion in Angola, Indiana.

Micro-grant Program
The City of Angola is pleased to announce a Micro-grant Program. The program is designed to help eligible entrepreneurs with initial start-up expenses.
The Micro-grant Program was created in an effort to support the vital mix of businesses that create successful commercial corridors. The micro-grant amount will range from $5,000 to $12,500 per business. The micro-grant will be made in installments and will not require repayment if the recipient meets project benchmarks during the two-year grant period.
The City aims to strengthen the role of new businesses as economic and social anchors. In addition the City wants to grow its local-based businesses that create new jobs, add business diversity to current business corridors and expand economic development opportunities.
The Planning and Zoning Department oversees the regulations and guidelines that govern land use and development standards within the city jurisdiction and Extra-Territorial Jurisdiction (ETJ). Reach out today for any inquiries.

The Building Official And The Community
The building official plays an important role in the community, not only with regard to new construction but also in the repair and alteration of existing buildings. Because the construction industry is ever changing, the building official must stay informed regarding new materials, processes and practices. By keeping up with the industry, building officials exert a positive influence on their environment and contribute to the economic health and well being of the community. As both an educator and valuable resource, the building official provides many services, to ensure a healthy and safe environment, for which the public benefits include:
The Building Commissioner also serves as the City of Angola ADA Coordinator with assistance from the City Engineer and all other applicable City of Angola Department Heads.
Qualifications Of A Building Official
Building officials are generally certified through the International Code Council and the National Fire Protection Association (NFPA). The International Code Council and the National Fire Protection Association provide rigorous competency testing. In addition, many Building Officials possess other educational background in engineering, architecture, management, or other construction or land use related fields.

State Of Indiana Legislative Mandate
The City of Angola is mandated by the Indiana State Legislature to require compliance with the statewide code of fire safety laws and building laws adopted by the Indiana Fire Prevention and Building Safety Commission in accordance with Indiana Code 36-7-2-9.. Because the State of Indiana is a Home Rule State, and because there is no constitutional or statutory provision requiring a specific manner for exercising the power to regulate construction of Class 1 and Class 2 structures, The Angola Common Council adopts an ordinance in accordance with Indiana Code 36-1-3 and 675 IAC 12-10 to require compliance with the statewide code of fire safety laws and building laws adopted in the rules of the fire prevention and building safety commission under Indiana Code 22-13 . Because the City of Angola Common Council establishes restricted fire limits and extraterritorial jurisdiction, the building code ordinance is adopted under Indiana Code 36-7-10 .

The City of Angola Code officials perform preliminary plan reviews as part of the City's site improvement review process, provide building and fire code information to the public and technical advice to City Council, committees, departments, and agencies. The City of Angola Code officials review building construction permit applications and plans necessary for the issuance of building construction permits for all Class 1 and Class 2 structures. The City of Angola Code officials perform periodic inspections during various phases of construction. Community Development continues the ongoing work of community revitalization through marketing and community development. They serve as a liaison between local businesses and the City of Angola, is a point of contact for registration of public events and works as administrator for the Historic Preservation Commission. The Community Coordinator is also an integral part of growing a sustainable arts and culture foundation in Angola with their work with the Mayor's Arts Council.

Mayor's Arts Council Meetings
"Sculptures Angola" is the MAC's signature project. The first sculptures, pictured below, were installed in June of 2019 and displayed through June 2020. The placemaking initiative is supportive of education and entrepreneurship initiatives related to the growth of the creative economy. Current sculptures can also be viewed at the Steuben County Tourism Bureau.
Placemaking data collected through the Angola Hometown Collaboration Initiative (HCI) helped to encourage the creation of the arts council and is also planned to help fund the initial year for "Sculptures Angola". Administrative Officers
The Chief works a 40-hour week schedule, Monday through Friday, and is responsible for the day to day operations of the Angola Fire Department.
Career Firefighters
These firefighters work a 24 hours on duty/48 hours off duty schedule. Primary duties include responding to fire and rescue emergencies, station and apparatus maintenance, driving and operation of fire apparatus at emergency scenes, public relations and safety, fire prevention, station tours, and fire training.
The career firefighters of the Angola Fire Department have the opportunity to become members of the Angola Professional Firefighters Union Local 3962 of the International Association of Firefighters.
Part-Time Firefighters
These firefighters provide service by responding to fire and rescue emergencies. They also are required to attend training to keep up their medical and firefighting in-service hours. Without these people, the Angola Fire Department would not be able to safely and efficiently provide service to the citizens that we protect.
ANGOLA PARK BOARD MISSION STATEMENT
Angola Parks & Recreation Department will strive to provide safe, high quality parks and facilities, to preserve natural areas, and offer programs and events through effective management of financial resources. The Department will work in cooperation with other service providers in the community to provide the best resources for recreation and management, maximizing the quality of life for our community.
The Angola Parks & Recreation Board was established in 1976, according to the requirements of Indiana Code 36-10-3. The Board consists of five members, serving four year terms. The current Angola Park Board is:
The Angola Tree Board is made up of four members serving the community to better the urban forest of the city. The current Board members are:
The Angola Tree Board, along with the Angola Parks & Recreation Department serve various needs for the City. The majority of their funds are spent on removal of dead and/or dangerous trees within the city's right-of-way. Funds are also spent to reforest the city's urban forest through programs like the City-Wide Tree Give-Away. The Tree Board also educates the public through their Arbor Day activities which include the Plant-An-Oak program for elementary children. The Board has also assisted in acquiring land to protect urban forests such as "Marion's Woods" located on Calvary Lane in Angola. Funds raised by the Angola Tree Board assisted ACRES Land Trust in the purchase and protection of this beautiful urban forest.
If you are aware of a dead or dangerous tree, located within the City of Angola's right-of-way, please contact the Angola Parks & Recreation. They will assess the danger and remove or trim trees as needed. Also for any other questions regarding trees, tree care or programs, give Parks & Rec a call at (260)665-1588.
The Board of Zoning Appeals (BZA) is the local government body, quasi-judicial in nature, that is empowered by State Law to consider granting relief from the requirements of the zoning ordinance. The BZA allows property owners with unique conditions on their property to seek relief. BZA decisions are required by state law to be guided by specific criteria, and made based upon the facts, not opinions.

The Historic Preservation Commission was formed in December of 2006 to:
The Commission helped to establish an historic district in the downtown, which is now in place. In 2010 the Commercial Historic Downtown District was added to the National Register of Historic Places.
A Certificate of Appropriateness Application in accordance with Title 15.25, Ordinance 1247-2006, of the City of Angola, Indiana is required for any structure located in a locally designated historic district, a Certificate of Appropriateness must be issued by the Angola Historic Preservation Commission before any permit is issued or work is begun on any of the following:

There is a Facade Grant Program for business owners within the designated Commercial Historic District. Facade grants require the approval of Angola's Common Council, but must get approval for their project through the City's Historic Preservation Commission.

The Angola Parks also has various donation accounts, used to help fund some of our amenities and programs. The Angola Parks & Recreation also provides many projects for individuals and service clubs. From Eagle Scout projects, United Way Day of Caring, service club projects or individuals just wanting to help out the parks, we have something for you. The City’s Economic Development Commission was established in 1974 under Indiana Code § 36-7-12-4. The Commission has the authority to issue tax exempt revenue bonds to assist industrial and commercial development, and upon the recommendation of the Commission, the Common Council will consider new additions to the City's Economic Development Target Areas.

The annual organizational meeting is held in February. Meetings are held at City Hall.
The Redevelopment Commission promotes and implements economic development projects, acting as a catalyst to redevelop blighted and other areas that have shown a cessation of growth and lack of development. This is done through techniques including real estate acquisition, site preparation, and infrastructure development. Financing resources generally used are Tax Incremental Financing and Redevelopment General Obligation Bonds. The Redevelopment Commission consists of five voting members appointed by the Mayor and the Common Council of the City of Angola and a nonvoting member appointed by the MSD Steuben Co. School Board. The Commissioners serve on an annual basis and are supported by the City of Angola Economic Development and Planning department.
The Redevelopment Commission does not meet on a regular basis. Meetings are held at City Hall.

The Police Pension Board meets on the first Monday of February at 9:00 a.m. at the Public Safety Building, 202 West Gilmore Street.

No construction activity of any type may begin until the land owner for the project, or the owner's designee by written document, has obtained a site improvement permit from the City of Angola's MS4 operator.

What is an Illicit Discharge?
An illicit discharge is any discharge to a MS4 conveyance that is not composed entirely of stormwater, except naturally introduced floatables, such as leaves or tree limbs. The stormwater drainage system includes street curbs and gutters, ditches, catch basins, yard inlets, and underground storm pipes.
Examples of an Illicit Discharge include:
Illicit discharges cause water pollution by sending pollutants directly into creeks, streams, ponds, and lakes. Be sure you know what illicit discharges are so you can help prevent water pollution and keep our streams clean!
